• Representatives from the General Directorate of Development Planning, Environment and Infrastructure of Municipality of Avdera, which integrates renewable energy initiatives into development planning while aligning regional strategies with national policies to promote sustainability and renewable energy investments.

• Representatives from the Help at Home office in the Municipality of Avdera, which is a program that assists elderly and persons with disabilities to live independently. This service helps them avoid institutional care, promoting dignity and social justice

• Representatives from the Social Policy Office of the Municipality of Avdera, who work on key initiatives to address social injustice and poverty. Their efforts focus on strengthening social care and solidarity, especially for the elderly and disabled residents.

MRP Meetings

The 1st MRP meeting opened with a welcome note from the Mayor of Avdera, who emphasized the importance of sustainable energy initiatives at the local level and expressed strong support for the ENTRACK project.

Then, participants introduced themselves briefly. The group included local government representatives, ENTRACK project partners, community stakeholders, and research team members involved in Task T2.2. The introduction session set a collaborative tone for the meeting and highlighted the relevance of stakeholder engagement in the project’s early stages. The presentation was of initial interest and raised awareness about how local actors can contribute to and benefit from the project. At the end of the MRP, participants were invited to engage in individual interviews conducted by the ENTRACK project team. The interviews aimed to: a) gather initial insights on local energy priorities, b) understand expectations, challenges, and opportunities from the perspective of local actors.

The MRP successfully concluded, with a productive exchange between local stakeholders and project partners. It laid the foundation for future collaboration and provided critical input for stakeholder mapping and engagement planning

The 4th MRP meeting aimed to inform participants about ENTRACK’s current activities and to gather their feedback and suggestions for further improvement and support.

The presentation focused on key activities during the current implementation phase. It began with updates from the Community of Practice (CoP), offering insights from recent CoP meetings. Highlights included the topics discussed, interactive activities conducted, and the main outputs produced. The aim was to collect ideas for enhancing future sessions and improving dissemination efforts. Participants recommended promoting CoP meetings through their own communication channels to broaden outreach. Next, the initial structure of the training platform was introduced, showcasing the thematic courses included in the training series and outlining its key features. This segment aimed to prepare participants for the upcoming courses and to later collect input on the platform’s functionality and content.

Following the presentation, the second part of the session focused on the co-design activity planned to take place after the MRP meeting. This segment aimed to share the overall goals and outline the implementation plan that has been developed to co-design a social energy measure – specifically, to lay the foundation for establishing a Social Energy Community.

The 2nd MRP meeting took place in the Municipality of Avdera and began with a presentation by the ENTRACK project team highlighting the current findings and progress of the project.

The presentation served as a checkpoint for stakeholders to understand the project’s evolution and outcomes to date, reinforcing the importance of continued local collaboration. An open and interactive discussion followed, with participants sharing reflections on the relevance and potential benefits of ENTRACK’s results at the municipal level, i.e., opportunities for aligning local priorities with the ENTRACK objectives, the importance of community involvement in energy planning and reflections on how the project could enhance municipal capacity for energy transition.

The 2nd MRP meeting in Avdera successfully bridged project findings with local relevance and needs, encouraged open dialogue, and facilitated the self-assessment process. Stakeholders demonstrated strong interest in continued collaboration, setting the stage for deeper engagement through the upcoming ENTRACK activities.

The meeting focused on mapping organizations in the Municipalities of Avdira and Topeiros. A total of 8 participants attended, representing both municipalities. The session was facilitated by a member of the CCR team.

The 5th MRP focused on the co-design activity centered on mapping organizations in the two municipalities. Participants first discussed existing organizations that promote participation, inclusion, and support for vulnerable groups, as well as the measures already in place within the local community. The discussion then moved to how municipalities currently integrate energy-related support into their services, such as providing information, cooperating with social services and volunteer networks that assist vulnerable households. Participants also discussed potential future actions, including initiatives aimed at promoting energy equity.

The session concluded with a short introduction to the next co-design topic and an outline of how the process will move forward in the upcoming steps.

The 3rd MRP meeting took place in the Municipality of Topeiros started with an overview of the ENTRACK project’s scope, mission, and objectives. The project team presented the most recent findings from activities implemented so far.

The session included a brief presentation of upcoming project activities, such as the establishment of a Community of Practice (CoP), training sessions for policymakers and organisations, and future collaborative steps and how participants could remain actively engaged. At the end of the MRP, participants took part in a self-assessment activity. The objective was to reflect on individual and institutional capabilities in energy planning, identify capacity gaps, resource needs, and technical challenges, support the ENTRACK project in tailoring training materials. Participants provided valuable input, and the activity promoted self-reflection and transparency around local needs, setting the foundation for future capacity-building actions. The 3rd MRP meeting in Topeiros strengthened the link between project outcomes and municipal priorities, while also laying the groundwork for deeper engagement in the upcoming ENTRACK activities.

The 6th MRP was successfully implemented in the municipality of Avdera, with 21 participants including the mayor of the region, municipal staff and local citizens. The session focused on the municipality’s progress toward energy efficiency. Initiatives highlighted included the energy upgrade of the Avdera Primary School (replacement of frames and boiler and installation of insulation) and the installation of photovoltaic systems. Additionally, the municipality is planning to develop a wind park in the future.

Following this, the co-design activity was conducted with citizens and the municipal staff to identify key challenges and explore solutions for local development, aiming to improve quality of life, strengthen social support, and promote sustainable practices. Participants pointed out limited access to clear information about available programs and services, restricted funding opportunities, and structural constraints at the municipal level. They also emphasized the need for stronger community outreach and engagement to ensure initiatives effectively reach local residents, while proposing ideas related to renewable energy, social support and better information services.
