This policy brief outlines policy lessons and suggests multi-scalar actions based on the results of the taxonomy and analysis of social energy policies form the EU to the municipal level.

The policy presented how policies relate to each other. Some policies were found to have similar goals but are not directly connected. Others had “direct” relationships, where one policy clearly builds on another. While parallel relationships can show a broad approach, many of them may signal inefficiencies or confusion.
ENTRACK recommends actions to improve policy design:
- National and EU-level policies should better reflect local needs and experiences.
- Countries should identify gaps in their policy coverage, especially around social issues.
- Policymakers should review how different policies connect to improve clarity.
ENTRACK will continue working with local and regional stakeholders through Municipal-Region Partnerships (MRPs) to co-design more inclusive energy transition plans.
